Ah, no time to fix the rest, I'm going out now and only a day left to submit so I'm going to submit what I have

Fixed hair, got rid of the banding?

I tried to play around with the colours but it just looked odd, I'm not really good with picking palettes

I think you must also have seen it, there's still a bit of jaggedness (aliasing) going on on the bottom side of the left legs. I'm not sure how to solve this, maybe you have to anti-alias it a bit.

For the rest, it's a noticeable improvement! I hope you'll be successful! ^_^

The hair is still not quite there yet; you're rendering it as though she has a dozen thick strands of hair, or the clumps of her hair are fused together like this:

Remember that even though we see a million different hairs and think of them as one "clump", they are still a million different hairs and so light effects them differently. They never form these round, solid protrusions that you've made.

Ah yes, you made the hair look way more realistic. I know what oyu mean yeah, looks liek she has solid chunks of pointiness coming out of head with what I drew. XD

Err, how come the dip in the neck is like all the way off the side? And it looks like her neck is wrinkled o.o
The pose has already been change from that though. XD
