Too be honest, this is pretty potent for a first. Alot better then my first.
I opened it on a gray bg and it seemed kinda distorted, white dots everywhere. Did you save it as a JPG at first or something?
Don't go with the black outlines. You should nearly never use pure black. Just use a darker colour.
You should study lightsources a bit. Some stuff like the face look pretty correct, but the neck shadow looks wrong. It should round towards the middle of the neck, not to the sides. It looks hole now.
You should shade the hat, and study spheric shading. It's unlogical that the light is to the edge of the hat.
Here's an example of how to shade a sphere:

The underside is slightly lighter to the edge as you can see, this is cuz the light bounces of the floor back onto the underside of the sphere.
Off course the bouncing does weaken the lightbeam. Lightbeams bounce at the same edge as they hit the floor. So if they hit with an edge of 40, they bounce the other way with an edge of 40.

No problem. As for programs you should try ProMotion (http://www.cosmigo.com/promotion/)
Or Graphics Gale. (http://www.humanbalance.net/gale/us/)

It looks better yes. I think you've made the outline from the head against the hair too light, makes it look a bit jagged.
And I'd make the lines on the jacket darker. Currently they're too light compared to the shadow.

if it could help :)

I don't know if your character is a girl or a boy, so i have decided to made a girl :)

so to improve your character, use antialiasing (with you hand ;) ) to a better look with few clears colors and you will go on the good way !

Pencil tool on one pixel sise (I know sise is wrong spelled but my keyboard disfunctions) - really, by hand is the only right way.

Yeah. There are some handy tools that can calculate the colour in between 2 colours exactly, to kinda make the perfect anti-alias colour.
But you really have to place it by hand in Pixel Art. You should look up some tutorials for it.

That actually made me laugh out loud.  The perfect AA color is never, ever exactly in between the two; to think otherwise is a one way ticket boringville.  AA color should always enhance one side of the division, otherwise you end up being boring and having competition for interest along the line.
A mistake is a mistake.
The same mistake twice is a bad habit.
The same mistake three or more times is a motif.

Heh, yeah, I guess you got a good point there.
