There's alot of software! I will give you a little list.
  • Aseprite - Not free, but it's free to compile. (Needs coding knowledge)
  • GraphicsGale - Has Old-school aesthetic GUI. Not easy to use.
  • Paint.NET - Easy to use, really popular.
  • Piskel - Easy and it's online!
  • Lospec Pixel Editor - It's online, easy to use! You can load more than 500 palettes from their website!
