I feel like a broken record, but the issue is the same as your previous pieces: There is too much noise. The first wip is a great start, but as it moves along, it seems like you sorta' muddled the skin tones into the white(bones) of his jacket/hoody. Also, frequently seeing the noise issue from pieces of the past makes it hard for me to determine the texture of the pants you were originally going for. As in, is it: denim, snake skin, fishnets?!!? I really like the character though. Also, his fingers, in the latest wip, seem strange. I think you tried to pack too much detail in a small space, when it wasn't necessary. Also, this may be personal preference, but I think you should move the bag(homeless suitcase) a little further too the right end of the stick. Other wise, I really dig the character design, and the mohawk is killer. Now finish it, young Padawan!
