So my first question is why a white background with a gray ladder and a gray throwie tag?
This is the 21st century, this is pixel art. Each pixel is formed with tiny bright lights. Why not leverage the medium and push it to a lush vibrant, highly saturated look by adding some color? Even if you are trying to keep the drab green military look of MGS you could still find some bright colors. But I digress, this is mostly taste, not so much technique.

My only technique tip is to "blend" some of the frames so that it's a motion blur swoosh instead of making it accurate and precise each frame. (I'm sure there is a more professional term for this I'm hoping somebody can inform us with...) It lets you put oomph and emphasize the motions.
