Also the perspective of the head is off in comparison to the body. That being said I like the detail on the hair.

Sort of. This one looks more donkey-like (stockier, shorter) than horse-like.
Eliot Goldfinger has some pretty clear diagrams -- googling "horse eliot goldfinger" shows that the middle section of the head is probably too chubby and the location of eyes is a bit off.
If you insist on being pessimistic about your own abilities, consider also being pessimistic about the accuracy of that pessimistic judgement.

Congrats reaching S-LIB 200!
I can see where all your gesture drawing is leading; that Scorpion animation's great. Along with the others.. it almost looks like a storyboard.

Hrmm about the horse. Yeah, it's pretty messed up. I was looking at a pony when I drew the original outline... bad idea. Though ponies are beautiful (something about their proportions, I can relate to all bronies in that) :P. Also, making the body fatter via warp tool made the legs end up looking  donkey-like as AI pointed out. I think the head size is ok but maybe off in perspective as Yaomon said.. idk, horses are hard.

 I decided to move on and start a new one from scratch.
Warning only spent about 2 minutes on the rider, mainly focusing on the horse for now:
