[WIP] Scrolling non-shooter game

Hey everyone. It's been a few years since I posted here. Don't worry about it - it's not you, it's me. Anyway, I've come crawling back to ask for your C+C.

This is all very WIP, especially the interface, the top-down view and the co-pilot portrait. But all comments are welcome regardless. Especially concerning the helicopter sprite, from both angles.

EDIT: I should explain, the idea is to have an old school 320x240 resolution game where you pilot a SAR helicopter (search and rescue). You get both a side view and a top view and they are synchronized, so you have to worry about moving in three dimensions. The objective of the game is to save people, put out fires, deliver emergency supplies, etc. A non-violent version of Raptor and similar games.

What tile size are you using? If you are using tiles that is. I would suggest using a blank water tile for most of the water and using only detailed tiles interspersed throughout it so it wont be as repetitive. And you can always use tiles on the edges of the water and around the rotors.

Thanks for the feedback! The tiles are 20 x 20 pixels. I actually wanted to practice with tiles on this piece, since it's meant to be a game mockup and all. And originally I intended the water to be completely blank and reflective like a mirror, but it doesn't really make sense to get rescued by a SAR chopper if you're just floating around in a quiet lake on a nice summer's day, so I decided to really make the water very dynamic. And drawing stormy waters is something I've never done before.

Come to think of it, perhaps I should change the sky and the trees to give a greater sense of danger. Make things more dramatic.

Is there a way I can improve my water tiles without resorting to calm waters?

Quick update:
