Don't go into details before thinking more about the composition.
You made a boring picture, and you need to understand why :
- All your montains are exactly the same height
- All your montains have the same shape and angle
- Basically you're filling the space with perfectly regular shapes. There is no point that can draw the attention in your image. We don't know where to look.
- Where are the rocks, the trees, the snow ? You need to figure out where the rocky places are, where the forest are, where the snow is, all of this using color variations.
- The fog must be progressive. Fade the mountains in the middle.
- No foreground elements ? Or no humans on the mountains ? There is no sense of scale here. You need to put some elements we can use to figure out the scale of the panorama. Any element. A village, a tree, a group of human, otherwise we can't imagine how big it is.
A simple edit using philippejugnet's base just to show some work on composition, I didn't care about details or palette.
Of course the foreground thing doesn't apply at all if you were just willing to make a background for the game. I would actually
add more fog to make the foreground where you play pop more and make the game easier to read.
