If Microsoft says it's freeware than it's fine of course. If it is legally only obtainable through buying Vista, THEN it's wares.
It's as easy as that. I am Admin here, yes, but it does not mean that I am all-knowing.

So yes, if it's declared freeware it's OK of course.

Theres a zoom slider..

That does the same as the normal zoom tool. But there is also zoom out which goes far then the original size. It's not useful in pixel art as far as I know.

Yeah, I was told that there was a zoom slider, improved palette, and a crop feature.

The palette interface is the same as the xp version. I'm not sure if there was more advanced values.
The crop feature? I dont know what that means 

I uploaded the vista version on my xp and all what I got was the same xp version??
