Dithering could be useful as a last resort, but I'd just try to introduce a form of strands into the hair...

Actually, it is common courtesy to post a reference with any portraits you do, since we don't know if this is traced, copied, colour reduced or just plainly pixeled.

I see a confusing mix of pixels and colour choices here and there, and I can't give valid crits, unless I know what you look like. I also suspect this is largely traced, and you can simply prove me wrong if you'd post the reference picture.

color choices - i dont think id be far off in assuming they are sampled from the photo?  try defining your own set of hues and values and see where that takes you.

also, id put in a bit more definition in the third face section (from nose to chin), as right not it catches the same lights as the second and they both are brighter than the first, making your face look swollen.  unless you have some sort of disease (and were talking like, the life-threatening sort) your face is not that puffy.

I wouldn't start with so many colours, it makes it very easy to forget about a few shades and get a inconsistent look since for example you use shades on one sides of the face which you dont use on the other side where you could need them. also the shading seems a bit random, everything looks a bit rushed and distorted. For example it looks like its supposed to be totally centered, but then again the mouth is too far to the right and the chin is too far left.

It looks kind of like a trace, or even jsut a color reduced picture, but I could be wrong. I have alot of colors, some of which you do not need. The background seems kind of unnesscecary, and is distracting, I would jsut go for a monotone background, or something like the fadatar backgrounds, but the stars are just distracting and out of place. Oh and where are your ears?..

The person inside you that rendered the one that rendered the face planes are two different people. The hair is flat, the texture not convincing and utterly unrealistic. The face, though overexposed retains the realistic planes that you'd expect. 

I am going to ask you to provide the reference for this photo, please. It's not nice to mislead the userbase with deceptive tactics like tracing.
