I am Sanpat Suwannathat, an owner of a small indie game company in Thailand. We are currently developing an old style computer RPG game. Our game will be strikingly similar to 1995 Spiderweb Studios' games called Exile series. You can see a lot of screenshots here:

I thinking of a lot character units, about 150 if the price requested is acceptable, a simple tileset, consisting of indoor/outdoor castle/town/field/wood/cave/ruin/lava/water/desert etc, a multiple of icons (let say 20), and maybe spell effects if I still have budget left. The tileset is very simple like the one in the link. For tiles, all should be 64x64, and for chars/monster, most of them would be 64x64 but some of them would be a larger monster like dragons/giants that will be in multiple of 64x64, like 128x64, 64x128, 128x128, and 1-4 frame 64x64 spell effects depending on spell. The game will have retro feel but I try to have sharper graphic for the higher screen resolution. Color and palette won't have any real limit. I won't rush so time is not really tight. If it is too costly, I may reduce the requirement, cut something out, reduce the scope, or pay in milestones. Please give me a feedback regarding my request. We are an upstart and very small team, but we will try to get as close as possible to our dream within our budget. if all is with in our budget, we will start thinking of character animation.
If you can quote me the estimated price/time per 1 64x64 tile/character. It will help me estimate the scope of what I will order. Also while the formal character design is not exist, I can provide a reference pictures. I can also provide the setting and story concept easily because it will be based on existing pen and paper rpg.
If I cannot do what I want with in the budget; before I decide to increase my budget, I may try to reduce the scope of the commission first. A friend of mind allows me to use his 48x48 2-frame sprite in my project. I will use what I can from his character set, and commission the rest as 48x48 2-frame sprite. For tile, I will commission 48x48 inanimate tileset to match the characters. The example of his sprites:
