It needs some contrast between the glasses and the hair.
Didn't realize those were glasses, looked like curls to me on the first sight :D

Pixel art games will just scale their pixel art up to the screen resolution. For example my game has a base resolution of 480*270. On Full HD (1920*1080) every ingame pixel occupies exactly 4*4 screen pixel. On 4k it will occupy 8*8 pixels.

i guess NES style would be more original since the black/white does still look quite similar to the gameboy 4 color pokemon games.

The pokemons on the NES screenshot are really hard to read, it looks a bit like you just put them into an resize without interpolation. I know it is hard to work with this little amount of pixel but i guess i have to try to focus on certain aspects of the pokemon (head, feet, arms) and make them be recognizable as such.

I think the face shading could need some work - maybe a bit stronger constrast and more/bigger pixel clusters (especially the forehead)

yes the rocks for the second one look better, although i think the first one was ok as well (i only don't like the "moss" around the tile). I think the first one has a slightly better color palette (second one lacks a bit saturation)

But overall - judging just by a single tile - it doesn't look bad. But what is quite important for tiles/games is how it looks when repeated and/or ingame. How do the edges merge into each other? Sometimes you'll want some kind of variation for it to not look too repetitive.

EduardoPras provided some great help here, just wanted to add my two cents that i wouldn't go for such a strong shadows like in his last example, it looks a bit like the pokemon is sitting by a campfire at night.

Hey, these look quite good already.
The outside tileset is rather dark without any really bright colors (or is it supposed to be night?)
The dungeon looks dark as well but there it is ok.
