Ahh cool, now I see what you did. As I wasn't aware of the shape of the clothing, I mistakenly read the neck piece as a short beard lol. Now I see It fits.

I am not qualified to talk about animation, but I can't agree with the head's shading, is the light coming from directly the front of the character? That doesn't seem to be the case from the rest of the body. Removing the darker shade from the top of the head would surely improve it, the head shading should be minimal on the back of the head and fuse with the outline of the top part.

How about this? I dont have a ref so I imagined the wrap would go over the shoulder instead of disappearing near the neck.

I second eishiya, perhaps going a little more on the length of the highlights, in your first take the first hair from the left on the second row has a great highlight. Not every shape fits that much of the brighter shade but that one is nice. Don't bother so much with consistency to the point of making the lights look the same, just keep your already steady technique across the hairs and go wild with it. Also sorry for the unintentional burn, it happens in critique  :D

This is much better, but I think your mockup would benefit a lot from a more unified, connected palette. I like your shapes, rendering and the scale of objects, but the way you varied the colors from one piece to another makes me feel like you haven't tried to use the colors to give a specific mood to your game, which would be interesting if you want to improve it. However, I like the fact that you made closer objects more saturated, I just think that the shadows are varying their hues in too many different directions without reason. Was reserving outlines only to active/moving sprites a councious decision? You have many different outlining rules in the same piece, I didn't  liked it so much, but that is just personal preference, it is a perfectly valid way to do it.

I might sound silly but I would suggest that you try drawing on paper before tackling this with pixels. Pixel art might be a completely different beast from pencil drawing, but if you feel so unsatisfied with your attempts that you posted a blank face, ask yourself if you feel comfortable with how you would draw it at a similar scale if you weren't limited to the pixel grid in the first place, and if you are not, then work on it. The way you render stuff with pixels will always be somehow tied to the way you capture the shape of things in your mind and the way you instinctively draw stuff on paper when not stressing about it. Perhaps you might find that what you would like to change isn't how you rendered with pixels but how you are imagining the lines, volumes etc.

They look fine to me, the sharp highlight lines give a plastic vibe but I think that is intended for the barbie look, perhaps the outline could use the second darkest share instead of the darkest one, but this is it, I sincerely don't have much to add to the hairs, nice work. The reddish darkest skin color showing through the hair's alpha is  clashing with the hair color, I would go for a more purplish desaturated shade with enough contrast with the dark hair. Also the jaw lines read a bit like banding, but think that is not the focus here.

If I were you I would drop the AA on the pants, I think your contrast and shading is good enough that the AA reads more like blur than a proper terminator between shaded and bright cells. I like it a lot otherwise.

Gotta love these big tiles, noiseless, nice details, not overdone  :y: Grass is a little flat and too green?. It gives a western vibe, and i take it that by desert you mean rustic dry lands, which is not what we imagine when we read the title "desert tile set". I agree it is way too dark, it looks as if you wanted to depict it at a late sunset. This quick recolor might be quite far from what you planned but it shows how it can be a lot more readable with much brighter colors, but if you go brighter you might want to lower the contrast on the floor texture, giving its shade a different index from the sides of the cliffs.  Also, if you and to imply desert vegetation then you would probably want warmer/army greens.
