Hi, I am not sure I got it because english is not my native language.
Does your response mean he was trully from the Ragnarok developer team or not?

No, he is not on the Ragnarok Online developer team, but he also never said that he was. He is a part of a server created and hosted by other people.
I understand , thank you for the clarification.
He should have payed since he announced it though, it is not that I care about the 10$ , but the attitude.

Was he even really coming from the Ragnarok Online developers or there really is some miscommunication ?

Private servers have nothing to do with the official game or its developers, so if anything it was a simple misunderstanding.

Has anyone ever heard back from this person or got hired?
I sent my samples about 45 days ago, got a reply that they were received and were being considered,
after that no response yet although emailed them again and PMed them here in the forum.

I was also not payed for the samples I sent despite what they promised.

Hello guys,

I'm looking for an artist that will help create a series of clothing for me based off animes like Naruto, Bleach,
Fairy tale, etc. It's a 2D game and payment is a fixed amount depending on the outfit. Please contact me at Hari.bharrat@gmail.com or reply here with your portfolio.

                                                                                                                    Thanks you,
                                                                                                                    D.B.

Hi, I agree that the price is low, and especially since you made it yourself, you already know how
long it takes to someone to create this quality - which is very good I must admit - so it is easy to calculate
if this is able to support a living ( certainly not getting rich ) or not.

My suggestion is to offer also revenue share to the potential artist. It is a fair way
to ask them to share the risk with you and as a result do their best to offer you great quality at initialy low price.

Think about it.
