3usd per sprite doesn't mean anything when style isn't defined.

And/or maybe you should offer more than "a one-time payment as a bonus" in case the game sells well, given the initial compensation

a finished image in 300x300px is usually a lot of work, far beyond the 25usd budget :)

25-30usd per hour is a reasonable fee per hour for someone with skill. cf http://wayofthepixel.net/index.php?topic=571.0

you should use a magnifying factor on your polygonal diagram : low power monsters specs are unreadable. Usually, when stats are that low, every increment counts ; players want to be able to tell differences.

Also, without scale or values, that doesn't help much. And is kind of a spoiler about stats maxima.

something like 1-2 hours of animation,
twice that -and more- in character designs, size tests and first frames : an important part that is often neglected by "i want to pay the same per sprite sheet" clients

I'd like to issue a warning, here.

I've been in touch with tutotoons at least thrice via freelance work websites ; "we're very interested , blablabla.." and when i asked about the pay : silence, or got -puny- % offered instead (which is clearly forbidden on these sites), or slave fixed wages.

based on their own estimation : 6 weeks of work,  for 400usd

if you only change some bits, you'll still have enough visible origins to retain the "all look the same" feeling, and the fake-looking beards :). ok, that'll be cheap, but cheap plus cheap doesn' make "good".

And you'll need these to be consistent with the rest of the game, I suppose. So, in the end, a while a complete change would be more cost effective, getting you far more statisfying results, AND a more interesting work for the artist you pick :)
