I have to say you've done a nice job with the fire.  The smoke is really subtle, yet it's actually how smoke looks in real life.  Nice job going against any "smoke is GREY!" pre-conceptions.

It's a very small crit, but something about the volcano bothers me.  I think the lava erupting out of the top should either take a parabola shape, if you're going for a prolonged-exposure effect, or show individual lava pieces, as it is in real life (http://www.youtube.com/watch?v=IiEw1p5BaSU).  But if you go for prolonged-exposure, you'll have to make the fire prolonged-exposure too.  ::)

But anyway,
I think, just like the original minesweeper, different numbers should have different colors.  I've associated the numbers with the colors so much on the original that it actually helps me read the numbers more quickly.

I applaud you for doing natural hair colors rather than other nonsense.  Also the way you pixeled the hair colors is very snazzy, it's not just a palette swap between them, you have hue shifting and subtle contrasts in color which really makes it look great.  So yeah, good job.

I think the sprites are just great, and I love how you've overemphasized the tie of their masks.  One thing I think you could do would be to make them a little more green.  A less saturated green would work for larger sprites, but (depending on some aspects of gameplay) I think you would want to have the turtles be instantly recognizable on-screen.  If you kick up the saturation a little more, it'll scream "TURTLE!"

This is a cool project, you're doing a great job.
