Looking lovely so far. my only crit would be that her chest could be a little more bony. I googled Debra Messing for reference, but couldn't find any good pics of her bony chest :D This was the only sorta good one:

So then I googled for anorexia, and... after almost barfing at the results, I found this pretty good ref for your lady:

Disclaimer: I really really like this piece. I love the 'cuteness overload' thing, which is probably why I have so much to say about it. I think it has great potential, so please bear with me:

It looks too monochromatic IMO. I know it's supposed to be the North Pole or whatever, and everything is blue, but why does the penguin have to be blue? Why does the fish?
You planned out some hue shifting on the background and it's a good start but... I really think you need to kick it up a notch or twelve to make this piece more stylish. How about an Aurora Borealis in the background? And I know it's a bit cliché in Icy stages, but how about some precious gems encrusted in the ground? Too cliché, never mind... The penguin looks somewhat humanized, can it speak? Does it live in a little house, in a little igloo? Does it live with other penguins in a cute little penguin village? Why not add that to the background?

Also the face of the penguin looks a little off, the beak should be larger and about 2 pixels higher in the face. :D

Okay, for the walking animation, you want to make his shoulders rotate but not his head, heads don't do that when people walk...

Actually, your guy doesn't have shoulders... hmm I say drop the head rotation and really try to exaggerate the movements of his limbs to make the walk more bouncy, you know, give him a spring in his step. Also you might want to try not having your character be seen in a perfect 90 degree side view, if you make it so he is slightly rotated towards the screen it will give him a whole lot more dimensionality.

I'm starting to really really love this! The flowers and the rounded plants are now giving the scenery a more unique style, but I believe it can still be taken further. Don't be afraid to experiment with quirky ideas, you got a really nice thing going there.

I don't know what you mean by real life... I don't think this happens in real life :P Try downloading anime and watch it frame by frame... Also, please post animated gifs of your stuff so we can comment on whether your current attempts are looking good or not.

The new colors for the foreground are burning my eyes, it's a step backwards to me.

Huge improvement IMO, everything is a lot more cohesive now. I'd suggest giving the background more character. Put some unusual things in it, like, I  dunno, Emo flowers, popcorn trees, or maybe just an unusual pallete. My point is... Be creative, let your imagination loose. Oh and don't forget to animate it :)

Red hair, actual red hair, is a birth defect, most likely to occur in Irish and inbred people (hence the nobility).

If we start classifying things as birth defects just because they are a result of closed breeding, then we might as well say that being Japanese is a birth defect.

Now on topic: I think Adarias' pallete can't work with a 100% black or red, the colors are subdued and muted. Reminds me a little of Ragnarok Online. I think you should definitely add non-natural hair colors like lavenders, blues, greens and pinks. More customization options are never a bad thing. Nobody wants to have a twin in-game. If you need ideas for different hairdos I can come up with a few :3

7? At this size for a monochrome pic I'd say 4 is more than enough!

I thought the most idiotic part was right on the first paragraph when he basically said that people should conform to stereotypes and not try to break any molds. I half expected him to continue by saying that if your hero is a woman, her boobs need to be twice the size of her head... "You're not going to see heroine without huge tits. Not gonna happen."
