Could you please describe the gameplay and scope of the game, and the kinds of systems you might need? For example, are all the characters flipbook animations, or are there skeletal animations, or...? Do you need someone who can create a seamless world or are there distinct stages? Do you have an engine preference? Are these any parts of the game that might require specialized programming (e.g. stages that change as you progress through them; cutscenes)? Individual programmers have differing skillsets, just like artists do.
Also, if you're not able to pay reasonable rates, you might be better off posting this in the unpaid section.
