You shouldn't have dumped your first idea to start on another one. Use that first one to learn pixel art. Once you've reached a stopping point, then you can work on this. However, it seems you need to know the drawing basics as well as many other aspects of art. You did mention you have no art backround right?

Plus, I already told you not to save in jpeg. Come on, you gotta listen to people if you want to get better!

Ehhh people still use that program so don't worry about that. Hmmm I don't use this program personally (Photoshop, I use) but I would download the trial version of Graphics Gale. I've noticed a lot of people using/mentiong it here. If you still want to stick with MS Paint, though, I suggest you save in PNG but I think browsers do something with PNG. I'm not quite sure on that...
