Pixel Art / [WIP] Character Head

Okay well this is my attempt at a younger looking character (my apoligies for the size but its a template.) I'm not sure what I'm doing wrong but I always feel that by trying to make him look younger he seems too young. He is supposed to be around 19 yet he seems much younger to me.. Anyways, please post any critique on any part of it, im still rather new to pixel art and would like all the help I can get.

I am having alot of trouble with the hair and it just doesn't seem to turn out the way I want as far as shape goes. Also, I am having trouble getting how the bangs would go for a side view and would appreciate help with this. So, if possible I would like c+c on hair and if you wish, the face.
