I would first try to get the lineart right and then shade it.. Here are some things that are very noticeable in your piece:
-Eyes have a very strange shape.
-Nose has shading on the left side, while thats the side where the light comes from.
-Head is slightly strange shaped. It should be higher since the eyes should be approximately on the half of the face.
-Usually the area above the eyes is shaded if the light source is above the head, since the area around the eyes is concave.
-Why are there rings around is neck?
If you asking yourself how to fix those mentioned things exactly, I would suggest taking a reference picture, that will help you a lot in fixing anatomical things.

What is still wrong? excluding face form

He doesn't seem to have a distinct neck... or any neck.
Eyes are too close and he's looking at his nose. Eyes are in the middle of our heads.

Eye's are usually one eye width apart and you might want to give him some ears.

Well i dont wanted to create realistic face the firs idea was man 's head like a bulb... but ok i will create another one..

starting to look better, his head still looks like a lightbulb. you should try putting another color in the face.

Howdy. Proportions are looking alright to me. The nose looks crooked, strange, however. The eyes also seem to be shaped perculiarly.

Don't worry too much about which colours you're using at this point, I reckon, just focus on the form.

Here's a tutorial that talks a bit about shading a form, check it out, hopefully you'll be able to see how the form in your piece is broken by its shading.
