During the walk cycle, the wings could be a bit longer and hang bit lower.  Also during the walk cycle, the shoulders and neck seem a bit small.
The head seems to shrink during the run and fly.
And a transition frame or two would help as well as MysteryMeat mentioned.

I'm not sure if a one size fits all.  The best way to see if it works for you, is to use it or apply it to some images.  Really just see if you like working with it.   Or use it as a starting point and tweak it later.
I did this piece recently and applied your palette:

I just let Graphicsgale apply the palette for all these.

Colors are something you'll always be trying to get right as long as you remain artistic.  It's just the way it is.   :P

It seems very short compared to the width.  Almost like a child is inside.  And the helm seems too big as well.  I suspect that's why it feels bobbly.

I agree with MysteryMeat.  Try moving the light to one side a bit.  It'll look much more interesting.  Maybe try higher contrast as well.
Your forms look good.  Overall, a great start.

On stuff this small, I would avoid dithering as much as possible.  The single pixel thing makes it look too busy and unrealistic.
And the colors shouldn't be as saturated since they are way in the distance and usually be on a dark background.

Quick edit before I saw the photo.  Pixeling in clusters works in small images instead of drawing strands of hair.  Adjusted your colors a bit.

I can't use them horizontally because the health bar is a vial standing upright with an animation unfortunately.

Could you fit them into the bottom panel?  They seem a bit large anyway.  The bottom panel looks good and creates separation.  Right now the floating hud elements are distracting and seem lost with the other items in the game world.

Since this game looks like a side scroller.  Why not make the level bars horizontal towards the top and out of the way?  And the cards seems like they would look good in a pop-up window that sits on top of the game when needed.
