I think it just flattens it in a bad bad way.
There are no ugly colours, only ugly combinations of colours.

It's a cheap way to invoke depth between the subject and background, and should never be used sans old sprites in old video games
imo :P (the tagline that lets you say everything you want on the internet)

You can all have your own opinions on black outlines, but I honestly don't care.* Ptoing's edit is unfair because I could transplant the figure from The Scream onto a cel-shaded background and it would look ridiculous. That's not to say that there's no merit to cel-shading (or black outlines), it's just that they don't always merge well with other techniques. If I didn't intend to add a background the black outline would stay because I like the way it looks. I am planning a background so it goes.

* = I do, but not enough where my topic is taken over by its discussion.

as far as the new thing, it seems a little off-balanced, but not in a way that adds motion or character.  it just seems like its falling slowly backwards, but its good

You are not taking into consideration that muchas stuff is at an infinitely higher resolution, his shading is pretty sublte and the ratio lineweight:whole image is also much much smaller and also no aliased at all. Imagine Muchas picture with lines that are as thick in ratio as in davids picture. It would look pretty silly.
Black lines have a place, but a nicely rendered sprite with quite a few many colours loses dimension again when black lines are applied.
