If you're referring to an attack where the opponent catches fire, then yes, the 'Dragon-punch', or to be more correct, the
Shoryuken or
Rising Dragon Fist is the only Ruy/Ken attack to cause burns. (An uppercut attack that comes in 7 different forms)
Hadouken attacks from Wiki:

- Shinkuu Hadouken/Vacuum Surge Fist
- Gou Hadouken/Great Surge Fist

None of witch cause burn damage.
However, if you were drawing a Hadouken and not a Shoryuken... it still looks like a burst of fire.
I reckon what you were aiming for was the Marvel Vs. Capcom version of the Shinkuu Hadouken, where it looked like a giant laser type attack, rather then the energy ball like the Hadouken or Gou Hadouken, but I hope you can see why people say fireball as this doesn't look like any Hadouken attack I can find.
Regarding the Ruy SF2 animation: That's got to be the stiffest Martial-arts uniform I've ever seen. I guess Ruy can't afford fabric softener
