the perspective in the last area (the town) seems almost entirely vertical at the moment.

i like the thick grass in the 8-bit one, but it feels like the blue goes too high or is too thick.

if someone edits your piece, is it acceptable to edit their version and claim responsibility? or should you edit your own version to try and emulate theirs (or whatever they were pointing out)?

well since it's only the HUD (i assume) you could probably cut out a lot of space for the time being, that said. what you do have has good readablility, it's just boring.  since you want to make it more 'narutoish" think about what you could add that is related.

take starcraft for example.  the HUD changed depending on what race you were but never interfered with either the readability or gameplay ( linka )  Notice how little they added to the HUD to make it unique? it's up to you to decide what you want to make yours unique. 
recently (started about a year ago) we had a feature thread with a game mockup here there were many drafts of the HUD done and a final picked.  Yours doesn't have to be that glamorous (i love BB's art personally) but it can be an inspiration.

the TV looks like an LCD screen, try making those lines moving, perhaps some lighting on the sides when it does change color.

Iphone has generally nice readability, however hte buttons on the left and top seem to detract and appear as random pixels (might just be me), i would add a little AA around the button at the bottom (Assuming it's circular) as well as with the inner white line.

with such a small scope of colors, i don't think 5 is necessary for the leaves alone, 3  or 4 would do.  Get some dithering in, right now the entire thing is pillow shading.
