Hey I really like this piece although there are some things that are really eye catching:
1. The black *thick* outlines are really out of place, especially because the inside are thinner.
2. The contrast especially in the bottom region is really low.
3. There are some AAs that causes the cloth to look like it is floating above the stockings.

Sorry that I can't really get into too much details or give an edit. I am a beginner myself, but these are the things I could see immediately  :D

Well I for example noticed that there is banding happening all over the place (especially the legs).
Not sure if this is important but I personally don't like it.

Not sure how much sense this makes edit makes.
I think the bunny ears blended too much with the hair color so I made them white.

You should read the banding article. There's tons and tons of banding going on that's easily fixable :)

I'm not sure how relevant banding is with a high-res pixel art like that though  ??? Other than that I personally have no problem with the sketchy outline, some people may not like this kind of pixel art obviously, but it's done pretty well in this case (you could maybe add a bit of depths to the inner strokes though, but not a big deal to me).

I feel like Seiseki's ears are really doing the art justice. However, while I felt yours being oversaturated, I feel like Seiseki's red is a tad bit undersaturated. So with my edit I tried to find a nice middle ground  :)

Also I removed the "shininess" of the stockings since these are generally very matte, and the color of yours seem to indicate exactly that  ;)

It's always relevant or it's not pixel art? For me, it was the first thing that jumped out at me, that the lines looked blurry and upon zooming in the reason was obviously banding.

It's a bit like saying poop doesn't smell as bad when you're far away.
That's true, but it's still poop..

So yeah, I'd say it's relative, however you can still use banding if you want the blur.

I also wouldn't say stockings are matte, they have some sheen to them, or maybe I'm confusing it with their translucency.
But you wouldn't see strong pinpointed reflections like that.

Yeah it felt way too strong, which is why I removed them. As for banding, it's probably my lack of experience speaking, sorry

I did a thing with some AA. I may have gone a bit overboard...
