Honestly, I think you're trying to get the sprites to do a little much for the frames / animation style (What I think you're going for).  Maybe don't worry so much about the shoulders moving.

Wiggle those hips.  Maybe have the arms overlap with his torso in the front or even underlap in the back.  He looks like he's skiing :D

You may want to lift the body a little from where the bottom of the inside of his legs.  Something steam-powered like that would most likely be lifted up.

So long story short, I'm a real bro.  And so I animated it myself for you.  Though I am going to suggest you get an animation program like right now.  You're not going to have much luck getting criticism or help if we have to do most of the work.



So your guy seems to shuffle in a circular motion.

I simply took out the idle / passing position.  He's very bow-legged in that stance and it really doesn't complement his walking.  (Do you stand like that when you walk?)



Some general tips I have to offer on this one is...  His head is shaded a lot darker than the rest of his body.  His shoulders look a little stiff--And I'm not sure about his jaw/ear area.  Also his legs seem to be really chubby down to his one pixel wide ankle.  :D

TL:DR, He could use some refining.
