"Normal" is relative. Both Hires and Multicolor (or Hires Singlecolor and Hires Multicolor, same things
silly names) are standard mode on the C64.
Bitmap resolution is 40x25 8x8 chars, which is 320x200 pixels. In Hires Bitmap mode you get the full res but only 2 colours in each character (8x8). In Multicolour Bitmap mode you get 1 global background colour and 3 unique colours per char, but at halved horizontal resolution, hence the widepixels.
This is not that uncommon for older computers. The Amstrad CPC had several modes as well, one being widepixels and one being normal ones, different setup and such as on C64, but the idea is the same, get higher res and less colours or lower res and more colours.
