Do you move your head sideways when you run? Well, I don't. The head rotation is pretty much fixed while running.

for single pixels the same rule as for dithering applies applies: only use it with colors which have low contrast. Also you could try a bit less noisy structure. Generally try to use more colors for that size and that style, about 8 should be good.

I was just referring to the generally decreased complexity there: a transition to black is easier than a transition between two structural elements.

It makes things simpler. You don't have to make complex transitions, variations, etc. I do that not only for dark surfaces but also for water (with plain blue in that case), I could of course give the water some structure but for that looking good I would need multiple animation frames per water tile as well as quite a lot tweaking... thats simply not worth it.

So basically it decreases the work needed for a tileset without attracting much negative attention.

Making things shiny is actually quite easy: add additonal, not as strong highlights (for example one very bright highlight from top right and two additional highlights from the left).
After all highlights are just reflections, dull materials only reflect the brightest lights, for shiny (reflective) things the threshold is way lower and thus you will see way more highlights.

You need at least 2 colors to properly anti-alias. Rule of thumb the first one is a 50% mix between the start and end color, the second one a 25% mix. (For every additional color just halve it.)

I really doubt that anyone will do that at that price. 300$ for 250 tiles would be 1.2$ for each tile. If ones do 5 tiles in a hour (that’s not understated for that quality) it would be lousy 6$ per hour. You kinda have to expect more something between 15 and 35$ per hour. So more like 600$ (very cheap) or even 1500$ (not that cheap).
