Uh... I don't think that really counts as pixel art...

I mean, its got pixels, and its art, but not pixel art...

Um

I've seen stuff like this crop up every once in a while, but I just don't know how to explain it/tell the person the precise definition of "pixelart".

There's no reason why this can't be pixel art. Pixel Art doesn't require 1 pixel width outlines.
As it is now, there's very little feedback from us that will be of any use...
But I'll do my best:
The hat is odly preportioned. Here's a reference to its actual shape:

For recognisability I think he needs a red shirt of some variety under those overalls, and the pink could do with being replaced with a redder shade.
Good luck cleaning up the outline and detailing him.

Faceless - Thanks for the reply. I am only going to remove lines that shouldn't be there. Another one of my drawing pixels from my book. I also will try to do something with the hat, but because it was scanned and then reduced, I'd rather just leave the hat as it is.  :-\

Feron - Oekaki?  ???

Rynen - It's pixel art, I think...  :-[

Starting on pallette, I know there's alot of colours, but it's just for now.

EDIT:

My last update thing for tonight.

Like Sax said, it's obviously a WIP. I think you should show a little more progression (such as clean lines and basic shading) before you expect to get any kind of useful comments.

Oekaki is (from my understanding) non-AA'd digital art made in which the precision control required for true pixel art is overlooked or ignored. Basically just a pixel sketch. There are applets online which are made solely for this purpose.

As for your art, I quite like the odd blue color and the pinkish hue of the hat, though I do think that the hat looks very lumpy compared to Mario's original. I think it's that wierd middle lump that does it.

The drawing dosen't seem very level. His left eye is too low, as well as his left shoulder strap. The stitch lines on his overalls seem a tad arbitrarily placed. You might want to study some real-life round objects to get a feel for how the curves work. I happen to have a large, flourescently coloured plastic egg leftover from easter sitting on my desk, but you might not be so fortunate. A real egg, perhaps? Also, the brim of the hat seems to be hugging his forhead for some reason.

I'm not quite sure how to explain reflections, so I won't go farther than to say that the recently added (light blue) highlight isn't where it should be, and strangely shaped.

I thought I would make one thing lower than the other to get the sense of roundness.

Sax, like I said on Pixeltendo, you use too many colors for one shade (in this case, blue).
And it needs 100% more shading, imo.
"Baboy" is Filipino for pig.

The eyes are level, though. The left one should be higher. Just look at the egg shape, minus any of the colours or features. Just the outline. It's tilted to the right. That means the things on the left should be higher. Give a sense of roundness by adding more shading like rabidbaboy just said, and by wrapping things around the edges (as you currently are to an extent).
