Tips for drawing from imagination?

I really wanna practice pixel art more but usually when I try to I just open photoshop and don't really know what to do. I just sorta stare at it. I sometimes think of something I wanna draw like maybe a head but no matter what I do it just doesn't feel right and I can't get a feel of what I want at all. There's just very rare occasions where things just work out and I know how to draw something. Thing is I can draw fine with a reference but even then I don't tend to do a very good job of it and I usually look at other pixel art examples to get an idea of what I should do (I don't like making things super realistic. I'd rather they have a style to them like chibi). I know I'll get a lot of "just practice" but like I said, I just find it hard to do anything when I try to practice so if I could get advice on what to do besides that it'd be great.

What sort of art do you want to do?
If you want to do game art (I'm guessing from your previous posts), then make a game project! If you can't make the real game, you can make assets for an imaginary game. Having a project gives you concrete requirements, which takes the decision-making out of "what do I draw?"

I've got the imaginary game part covered but still whenever I try to make anything that'd be used for that game I run into the other problems I mentioned of just not knowing how to draw;; like one idea I had was a game where you run an item shop (very very basic I know but I think that's good because at least there's a lot of basic things to draw like potions and weapons which I don't have as much trouble with) but still there's various things I'd think would be easy to draw or simple but I still have trouble with. I dunno how to explain my problem but I guess I just find it hard to visualize what I wanna draw and how it'd look at the angle I wanna draw it.

In that case, I think you would benefit from practicing drawing basic forms (spheres, cubes, tubes, etc). Most objects are just a bunch of these basic forms put together, so if you practice drawing them from various angles and work to visualise them in 3D, you should have a much easier time visualising more complex objects.

I recommend doing this practice with pencil and paper or some other high-res medium you're comfortable with, so that you're not distracted with pixel techniques and trying to get the shape you want at a small size.
