Finding Victor Fries isn't just a side quest; it's a life-or-death mission. You've been poisoned by Joker, the clock is ticking, and the only guy who can cook up a cure is currently MIA in the frozen hellscape of Arkham City. Most players get stuck because the game's "Climate Analyzer" tells you where the cold is, but doesn't exactly hand you a map to the front door.

If you are wondering where is Mister Freeze in Batman Arkham City, he actually moves around. Depending on where you are in the story, he's either a prisoner in the Museum or a grumpy scientist at the GCPD.

Tracking the Cold: Finding Freeze in the Museum

First things first: you won't find Freeze in his own lab early on. Penguin has kidnapped him. To get to him, you have to head to Cyrus Pinkney’s Institute of Natural History, better known as the Museum. It's located in the Bowery district.

Once you’re inside, it’s a bit of a maze. You’ll have to deal with a giant shark named Tiny (not joking) and a room full of frozen cops. After you navigate the "War Room" and take down Penguin's henchmen, you’ll find Freeze. He’s locked inside a display case, ironically like one of the museum exhibits.

How to get him out:

  1. Enter the War Room (the one with the giant T-Rex).
  2. Look to the right side of the room for a destructible wall.
  3. Blow it open with Explosive Gel.
  4. Beat the living daylights out of the "Sickle" mini-boss (the one-armed guy).
  5. Hack the security console to release Victor.

Honestly, the Museum section is one of the most atmospheric parts of the game, but it’s easy to get turned if you aren't paying attention to the floor grates. If you're lost, just look for the trail of ice.

The Second Location: The GCPD Building

After you rescue him from Penguin, Freeze relocates. He heads to the Gotham City Police Department (GCPD) building in the Amusement Mile district. This is where the real work happens—and where one of the best boss fights in gaming history takes place.

You’ll need to go here to deliver the blood of Ra's al Ghul so he can finish the cure. But there's a catch. The front door is frozen shut. This is where most people get "stuck" and think the game is glitched. It isn't.

Entering the GCPD

You can’t just walk in the front. You have to use the Remote Electrical Charge (REC) on the motor above the mechanical shutter door at the main entrance. The door will only lift about two feet. You have to run and slide (tap the crouch button while sprinting) to get underneath.

Later in the game, even this entrance becomes blocked. If you're returning to talk to him after the boss fight or for the "Heart of Ice" side mission, you might need to use the back entrance. This is located on the water-facing side of the building. You’ll need to use the Ice Blast to create a platform on the water or grapple to the ledge to reach the back door.

Why the Mister Freeze Boss Fight is Different

Once you find where is Mister Freeze in Batman Arkham City for the final showdown, don't expect a standard "punch him until he falls" fight. Freeze is smart. He learns.

If you use a silent takedown, he’ll armor his back. If you jump from a vantage point, he’ll freeze the gargoyles. You have to use your entire gadget wheel—explosive gel, the disruptor, the line launcher, and even the environment like the overhead glass or the floor grates. On Normal difficulty, you need 5 different takedowns. On Hard or New Game Plus, you need up to 9 or 10. It’s a literal game of cat and mouse.

Finding Nora: The "Heart of Ice" Side Mission

Finding Freeze is only half the battle. To actually finish his story arc and get the 100% completion, you have to find his wife, Nora Fries. After the boss fight, Victor is too weak to find her himself.

She is located in the Industrial District, specifically in a warehouse labeled 5B near the Falcone Shipping Yard.

  • Head to the northern edge of the Industrial District.
  • Look for a group of thugs guarding a heavy door.
  • Use the Freeze Blast to clog the steam pipes inside so you can reach her.
  • Once you find her, return to the GCPD to tell Victor.

It’s a bittersweet ending, but it’s the only way to get the closure the characters deserve.

  • Early Game: Search the Museum (The Bowery). Look for the glass display case in the War Room.
  • Mid-to-Late Game: The GCPD Building (Amusement Mile). Slide under the shutter or use the back water entrance.

If you’re still struggling to locate the GCPD, look for the tallest building in the northeast section of the map with the big blue "GCPD" searchlights. You basically can't miss the building, only the entrance.
