Wait. Actually, a lot of players get confused here. The Glittering Herring is for a different quest (Elsa’s). For the Into the West Wing Dreamlight Valley portrait, you actually just need Gold Ingots and Fiber. Make sure you don't mix up your blue-tinted materials.
