I only know of Pixelation and Pixel Joint. 

The few I can think of of the top of my head would be TIGforums and Punaji. Not dedicated purely to pixel art, but you see a bunch of it there.
There are a few dolling places like PixelBee as well, but I don't think that's what you're looking for.

@junkboy, punaji's back? I think I'll never get that community. As unbelievable creative it is, as unstable it seems. Going to browse it daily again, thanks for posting  :-[
