The arms seem a bit stiff, though I think the legs move fairly well. However, it's hard to really say anything about the overall movement as so much is going on like the flickering and such that it's hard to read.

In addtion to what Dusty said, I should point out in the edit, the mouch seems to more than nessisary when the face it angled more towards the veiwer.

The knee pad on the far leg (his left) when it goes back shouldn't be the same as the right leg. It would be less visible not the same as the right, because of the angle.

Is his jacket glued to his hips?  even a heavy coat hangs out quite a bit if not buttoned.
A mistake is a mistake.
The same mistake twice is a bad habit.
The same mistake three or more times is a motif.

I like the subpixel movement of the hair. However, the leg animation seems very off. Being all black, it's hard to tell which leg is which and I can't even tell if his right leg is ever moving forward.

One thing that sticks out to me is the way his mouth jerks around. It's quite annoying, to me, anyways. The hair is brilliant.

I agree with what Dusty's saying - my biggest issue with the animation is that, for me at least, it reads as if he's moving his legs in parallel with his arms (IE when his left leg is forward, his left arm is too, and not his right one). I realise that the kneepads are coloured differently, but it's hard to make out in motion, especially since the pants are solid black, and the outlines seem to be more or less the same for both legs. It also looks off to me how the outline of his hair never changes even though he is clearly moving and turning his head.

The animation isn't without flaws but the foundation is definitely there. With some touching up I think this could be pretty great.
