Heh, careful what you ask for

At first glance I thought "nice cleavage!", but then I thought it is probably a guy.

It's a good attempt at extreme perspective, but there are a lot of anatomy issues. The hand on the left for instance. The arm on the right is really confusing. It looks like he has claws, but I think those are part of his sleeve. The hand also looks a little small compared to the one on the left.

seems to me what you're trying to do would require a very solid grasp on anatomy, then the human body in perspective and then the stylization process of this anime stuff like in KOF and last, pixel art skills similar to theirs.

You have the last factor, you palette is similar to those they use, the tapered celshading is  there.

However you seem to not have the former and more important aspects of building such a scene. How's your pencil drawing? Is this based off of a pencil drawing you did that was made with solid foundations, or did you start in pixel art and hope for the best? Every element from this drawing is slightly out of proportion and placement, which seems to suggest you're not working on a solid foundation.

You could either work on this and fix any nitpicks as they come, or you could dedicate more time to your foundational skills. I suggest the latter.

edit: this is the sort of sketch you should have before you get to pixelling (actually I would suggest something far better than mine, if you dedicate yourself to learning the human body, I kinda gave up after a few years)
