program which calls photoshop plugins

Hi, I have stumbled over a very useful photoshop plugin. But I do not use Photoshop. Is there another way to utilize such plugins? Maybe there's a standalone program for this job out there? Or maybe some free paint program that can use these plugins? (macOS X) Any hints?

To my knowledge, nothing uses photoshop plugins like photoshop. Though, it seems that in the past I knew of some "universal" plugins that several image editors could use, including photoshop but can't really remember. Photoshop can reference a designated external folder, anywhere you want to put it, for it's plugins, so this suggests that it's plugins can be shared.

So what's the useful plugin you came across, do tell.
