Yeah, that looks like Windows with Windows Blinds and Object Dock.  If the dock were tabbed and he had a different skin, that would look like my computer :-P

I think I need to invest in one or more of these programs to make my desktop more awesome. Do they have a large memory and cpu usage toll?

No, the programs don't use much memory.  Object Dock is using 1,464 K of my memory, and Windows Blinds uses 1,540 K, according to the task manager.  Both of these can be gotten from www.stardock.com.  Keep in mind that these are technically trial versions, although there is not much of a difference between the trial and full version.  In Object Dock, the main benefit of the full version is the ability to have tabbed docks, which is nice to keep organized.  The only difference I've seen between the trial and full versions of Windows Blinds is that the trial verison occasionally (as in every 6 hours or something) gives you a slightly annoying pop-up telling you to buy Windows Blinds.  Stardock also has some other nifty programs, like a boot-screen skinner and a logon-screen skinner, both of which are completely free.  The cursor software is also free, or at least it has a fully functional, no time limit trial version like the other two.  For bootskins, logon screens, cursors, icons, dock skins, full skins, wallpapers, packages, and lots of other nifty stuff, www.wincustomize.com is the place I go.  Most of the stuff is free, but there are some skins that cost money.
