Palettes?

Are there any rules to making a palette? The maximum amount of colours or which colours you can choose?

It depends on your restrictions. Otherwise, you can use as many colors as you want, though that defeats the purpose of a palette somewhat. Generally palettes cap at 256 different entries because higher color modes go into a somewhat unmanageable amount of colors. But no, there is no maximum or cap that is imposed on anyone by default. Palettes are used to unify and minimize the art and the file size respectively, as well as making it a lot cleaner and manageable to work with your pixel art.
