Didn't clean up a whole lot, but maybe the shading is a little better?

Look at evil eye's thing. Her right cheek actually goes in. With yours, it poofs way out then abruptly comes back in. it looks like she's eating a hamster or something.

You've made a lot of progress, but I think you need to stop refining it until you get the volumetrics right. The nose, left cheek and the area around her eyes look flat. I suggest looking into facial planes to get a better idea of how to shade the face as a collection of basic shapes. This book might be useful.

I second the suggestion to look at references. Even if you can't find something that matches this piece, you can try combining photos from different angles (two images = 3D, right?), and simply sketching random faces from photos might still give you a better idea of how to shade her.

Also, you could still benefit from moving closer to EvilEye's edit since she still doesn't have much of a chin.

Thanks, I think the biggest problem with the flatness of the eye area was that she didn't really have any eyelids
I attempted to fix the cheeks. You think I should put it into full color or should I keep it in blue scale?

Look at EvilEye's edit and how he drew the head in relation to the neck. I also made an edit to show you how to shade it more realistically, and it's pretty much just EvilEye's advice with shading. It's not entirely accurate, but it's a step in the right direction. Use those references! :)

I think I'd also change the third darkest blue so that it's a more gradual step between the neighboring colors in the ramp.

The neck doesn't seem right to me :/

as you can see from Arachne edit the big unbalance is not the neck itself, but the head is bigger than it should be compared to the shoulders. keep the head as it is and work on the neck and shoulders to see if you can gain a better balance. maybe an anatomy comparison could help.
