This is rather cute, i love your style and color choice. I feel like the characters should be at like half the size they're at now. When i looked at the image before i looked at the characters, i expected much smaller characters, unless you make the terrain bigger so it won't feel so cluttered. Maybe i just thought that due to lack of space? Still, it'd be easier to make the characters smaller. Also, it seems to lack shading, but since this is a WIP that's to be expected. Just don't forget it!

Nice job. How long have you been pixeling?

pretty good. I'm not a sucker for black outlines, but i guess its up to you. Give the poor animals some ears though, at least that cow(maybe some horns too?) right now it looks kinda like a white pig with no ears. I think that you would have to make it's body less round than it is right now, if you look up a picture of a cow I'm sure you'd see what i mean.

This is a great little swatch!

But there are some conflicts going on here :).  The characters and grass are very cute against which the rigidity of the posts and noise of the water stand out.

I feel like first the water should be a single, bright color, like maybe even the lightest blue from the new mspaint palette.

I also feel like the fance could somehow be rounder.  here's a sketch of how i might go about making a superhappy fence :
