Then why is the cloak not hanging down as pulled by gravity, but looking as if something holds it up? Which is exactly Aderias was trying to make you realize~
The only acceptable reason would be that his body ends in tentacles widening out at the bottom, if you base it on that principle though, the foldings would be a little less symmetrical (even if it was just gravity pulling or wind blowing from underneath I doubt these folds would look that evenly spread).
You might wish to make some tentacles crawling out from underneath, change the robe shape as if it was pulled down by gravity, or make it with something underneath, but the ends still hanging down a bit, hiding what is actually inside.

I disagree with a form being needed, I think in the newer versions it is apparent that he is hovering. If the robes hung straight down as if they were only affected by gravity it wouldn't look as dynamic. As it is it looks like there is some force holding him up.

The creature being heavier than the robe, the robe would be waving up as high as it could if he was held up by the same force.

Apart from that, if the robe was pulled UP by the force and the creature as well, it means that he doesn't produce the force himself, but the ground below does. If he were to produce the force he would push himself up into the sky (or it would~, w/e) which most likely wouldn't affect to robe at all either (except if he weren't floating but actually moving up or down - moving down would make this robe more correct).

right now regardless it looks like it is set on a strange wire frame.  when a cloth catches air, it forms a bubble, not a bell.  it's when air is pulled out of a cloth that it forms this strange bell shape, and then only for an instant (as long as it takes to expellthe contents).
A mistake is a mistake.
The same mistake twice is a bad habit.
The same mistake three or more times is a motif.

put a sheet or blanket over a hoola-hoop and see what it does
