The hair seems flat because it's uniformly shaded, maybe add some shine to it in where it's facing the light. Also the mouth seems too close to the edge of the face. I reckon the collar should be casting a sharp shadow across the lower part of his face anyway.

You know I think that dithering is really working against you to be honest. I makes it kind of messy looking and kills some of the shapes by making them blend too much.  :-\
It'd be nice to see you block out the shapes first with solids and then maybe do some dithering but probably not needed as your only shading.

I find the hair really looks strange the way it's shaded because the part one would expect to be lighter is darker (the zig-zag lines).

Interesting character design non-the-less. :)
