I'll be real boss, 600 ain't gonna be nearly enough to cover consistent pixel art of that quality. Usually work that good requires years of work to achieve and you'll wind up paying 1000s and up for a consistantly gorgeous art style.

However, don't give up! Start with programmer art and make a working prototype of your game. Make something fun and interesting and talent WILL gladly sign on to be a part of it, usually you'll be looking at a revenue share situation but those are significantly less looked down upon with promising near-complete works vs. pipe dream passion projects.
