I'd say they're both based on other artworks. They're reference, hence the odd pixel placement.
The fist one I can't say for sure, but I have seen a lot of old Asian paintings of waterfalls and landscapes. The curves and shades on the rocks as well as their shape seem consistent. The water also closely matches the style which were usually plain white with clearly visible and separate wave lines to show the water's direction. The second shot is most likely based on the Forbidden City in Beijing. I've been there, and the sections separated by canals/rivers with the garden in the distance look very much alike. Very few buildings had the space or influence to have those things. Given it's colour though, it looks like a regular temple. The red was used a lot in Asia for regular temples. The Chinese emperor used yellow/gold roofs. I guess they used it as reference, but changed certain things to not link it back to the source.
The first one might also just be a picture or scan, reduced to fit into the game.
