That looks really nice David. I really like the new style you brought to the piece. I do think that it could be polished up quite a bit yet obviously. Maybe give the foreground objects a bit more contrast or make them a bit brighter so they pop out more. Some of it gets a bit lost in the background, especially the shrub things.

Maybe you could add some 'sheen' to the metal/brass boxes (the ones with the ?). Also I'd love to see this animated.

I'm not fond of the stripes on the mushroom.They make it look kind of crowded. If you want to keep it striped, maybe just fewer but larger stripes. The bricks look really plain compared to the detail of the ground, but that may just be the WIPpishness.

I'd like to see a Yoshi in this style. ::)
I think the foreground shrubbery would pop out more if the outline were complete, instead of not going along the sides...Well, I guess it just needs some "end" tiles.
This is awesome, though.
I'd rather take this as a sign of why you should make a game. ;)

I think this is really cool.  It would fit quite nicely on the snes (and would probably have made the whole "all-stars" thing worth while, had this been the art then).

I think that the hills in the middle ground are inconsistent; some of the hills are black outlined, others are not (btw, could use some cleaning on those lines, though I'm sure you realize that already).

I can see where the clouds loop, and that's usually not a good thing...you might want to think about fixing that...(and again, the small cloud could use some line touch up).

Other than some cleaning up here and there, this is a great piece.  I really like how Italian Mario looks, and I prefer the new version to the old.  This would be ffffing amazing if you actually re-did the whole game...I'm sure there'd be no trouble making it playable.  Either way, I'm look forward to an underground portion redone.
