first, let me say that this is a very nice wip indeed, and it looks like it will turn out well. 

the main problems i see with this piece is that it just doesn't look "evil" like the reference.  he needs to more... i don't know...  morbid.... i guess... try changing the palette on his face to a whitish tone fading into blue, and add more contrast.  make his lips dark, i would suggest a palette of dark reds/ near blacks.  also, if your not going to use a transparency, a black background would make the piece look darker overall.

i would make an edit, but sadly, i have no time.

I'm still not happy with it though, so I'm gonna try out what you've said, I'm of for now, I'll do it tomorrow.

Put a white higlight on his eye. Also make his right eye show just a bit more white (so it looks like he's opened it more). Add those
dents between the eyebrows when you scrunch up the face. Add froth (or blood) to mouth. Maybe make the colors on the face have more
contrast. Probably should make it look more evil. Change the hair color to black.

You could shade the nose and hat better. Try to make the nose look more spherical.

I think you should reshade the spheres like the following:

Also break his teeth up into four indiviual teeth, then itll look more like a snarl.

Maybe the highlite a bit to the middle.
I'll fix those teeth to, edit is coming right up.

The spheres look much better. It looks done to me. Well done on the hair. I also like the white outline.

Reduced it from 22 colors to 16...the only real visible difference is in the hair.
Also AAed the buttons on the hat a bit.
I would say this piece is looking pretty good.  Good work man!
