advice for animating flowy hair/dresses

i'm gonna admit i have no idea what i'm doing, i never animated, and the dress is a lil wonky but i'm not sure how to fix it

I tend to picture wind as three rotating balls pushing around the hem of the dress, usually away from the wind source. That's how I learned it at least.
