I think the reason it looks so good is because it's by a very experienced pixel artist. I played the Mario games when I was younger (still do), and I also think the art looks amazing. There isn't just one thing that makes pixel art look "good" imo.

I think/feel that the colors, the shapes, the shading and the contrast make look good. Could be other things too.
