Ragnarok online sprite coloring technics

I was wandering if there is any special technics to amke sprites look like this:
; i mean, look the armor its kinda brushed or something


I remember someone had posted once in the old pixelation forum a tutorial in which he rezised or something like that...

to me they just look dirty and un-refined.

Yeah, thats the techinique i wanna make but i make them to clean, and dont know how to do it

from what i remember seeing, the original artist for the original sprites painted them or something, and then they were touched up after being scanned. I dont know if the artist still works for them(haven't played that game for a while now)..
these two definately dont look like they were made by the same artist from what i can tell.

Yeah I remember the actual Raganarok Online sprites looking much cooler and cleaner than this, but then again I wasn't able to double size them and scrutinize them either.

The so-called Korean style of coloring is the most prevailent thing here: check the pastel colors. Pixel-art-wise, the tech on display here aren't top-notch at all. Bad selout, broken lines, a lot of missing AA.

they splash lots of color over a pretty decent silhouette / lineart and simple but cute and attractive character/costume designs, and the the unified saturation and value keeps it all looking smooth.  the broken lines and missing aa are, as mentioned, a result of a general neglect of technique in favor of efficiency.  another example of this - static heads.  not really great pixel-art wise, but very effective for a game.  Basically, these sprites are what we refer to in tabletop games as "regimental quality" - good looking at a glance, but hardly works of art.  The same goes for all of the artwork and even the writing in game.
A mistake is a mistake.
The same mistake twice is a bad habit.
The same mistake three or more times is a motif.

its also good to point out that the sprites ingame aren't pixel perfect rendered, but has that blurred look. and you can zoom in and out in the game.
